This Canadian-trained Anguillian Developmental Sociologist and human resources specialist has been involved in the training and development of the Juluca staff since 1991. An integral part of the Juluca team as well as the wider Anguillian community, she also serves as liaison with the local press and community at large. Former Chairperson of the first Health Authority Board, Phyllis is also a lecturer for the Community College Unit and the University of the West Indies Distance Programme and is involved in the work of women and youth groups on the island.
